The Harbor Card is a discount program for teens, designed to make the amenities of the area more accessible and offer an incentive for positive behavior.
All teenagers, ages 13-19, are eligible to apply for the Harbor Card. To receive the Harbor Card, teens must complete two service learning hours—either for the Inner Harbor Project or for any other eligible organization—and pledge to honor the mission of the Inner Harbor Project, spread positivity in the Inner Harbor, and abide by the Code of Respect created by teenagers of the Inner Harbor Project.
Why We Made It:
When we conducted research into the origin of tensions in the Inner Harbor, we identified that conflicts and distrust between teens and store owners were part of the problem. With the Gallery Mall closed to teens between 3 p.m. and 5 p.m. on weekdays and a lack of positive, affordable outlets for teens in the Inner Harbor, young people felt excluded from the enjoyment of this public area and storeowners were mistrustful, based off negative experiences they had.
